From me of course. You can't actually make working limbs without the "Graft life to life" power. Otherwise you can attach the limb, yeah, but it will still just be worthless dead flesh.

You can still replace a person's limbs mind you, but their physical attributes will be lowered as a result since they're losing flesh and bones in other areas for it.

Also, vampires can just regrow their limbs regardless unless their limbs were removed with aggravated weapons.
