His story till now:
Steeple's vast resources are the result of a family inheritance; his father Moshe Soloveitchik of Prague having amassed a fortune in the salt trade - bequeathing numerous mines, trading routes, and holding companies to his only son Steeple.
Of course, Steeple doesn't run anything, being completely inept when it comes to governing such wealth (or anything else for that matter), and is largely just a figurehead or 'benefactor' to the many revenue streams across Europe, Asia, and Africa that still bear his father's name.
In fact, those actually running things, take great care to ensure that Steeple wants for nothing, constantly filling his coffers, under the express agreement that he stay out of the business and let them oversee things for themselves.
For the most part, Steeple enjoys the life of a fabulously rich lay-about, but deep down, harbors fear that the 'Businessmen' want him dead, so that they can own the businesses for themselves. He's probably correct, being that he's the sole heir of the family fortune with no-one to pass it along to.
Of course, all this wealth was the reason he was embraced, being a conveniently naive cash-cow for his Sire.

Description
Steeple Carson Olaf Trevesky the Fourth (Steep to his friends) is a six and a half foot tall rail-thin lay-about with foofy white hair and a pathetic excuse for a goatee. He carries a silver-tipped heavy mahogany walking stick (that doubles as a sword cane) and dresses in an orange and brown pinstriped suit with a short magician’s cape.
Hanging from his left shoulder is the empty armguard and gauntlet from an old suit of plate armor (where his arm use to be), while a he wears a garishly white codpiece over his clothing – because he refuses to go anywhere without his ‘protection’.
Steep insists he lost his real arm to fiendish nuns many years ago while he slept in a gutter near a cathedral. To this day, he can’t go anywhere near a Catholic Nun or Priest without suffering debilitating ‘flashbacks’.
Steep always carries a strange rock with him and can sometimes be seen listening to it closely – On rare occasions, he has been know to argue with it.

Stereotype (2pt. Flaw)
You buy heavily into all of the vampire stories you’ve read and heard. You wear a cape or body glitter, speak with an accent, and otherwise act in a cartoonish fashion. Such behavior is embarrassing in the extreme to other Kindred, who are likely to ostracize or mock you (+2 difficulty to Social rolls with other vampires who don’t share your habits). You also stand out to hunters.

Just a note on the footman - there's a general rule about how herd members are supposed to be relatively useless (compared to retainers and allies) other than for their blood (like cult members in Mage or Minions in Mythic Nippon), so i'll just warn you from now that you probably shouldn't rely on Igor for anything special.

Note that your char is not strong enough to use Great Swords or Knight armor. +1 to your strength lets you use Knight armour, + 2 lets you use Great swords. You can boost with blood but you won't be able to wear the Knight armour until you do. A single level of Potence counts for two strength so if you get one dot of Potence i'd allow you to use both.
(I count Potence as two strength because it's an automatic Strength success - and teh average difficulty of a roll is 6, which is a 50% success rate. 2 dice would usually therefore equal one success)

You can take 3 specialties - but note that they are very specific. Lock picking is too general (give me a type of lock), and it would really be better suited as a Security specialty anyway. Finesse weapons should be a specific Finesse weapon. Tight rope walking works.

The most common one on other people char sheets: Combat reflexes: gives +2 to initiative
Other ones are: snappy retorts, ambushes, creative strategy,
anything involving thinking quickly can be wits, whether it's combat or social skills.

Aman's got it down, land of the dead. If you were skilled in Necromancy/ the path of spirit then yeah, but right now you would be basically helpless there. The only benefit you would gain would be an escape from most danger (since very few enemies can follow you into the shadowlands), but it's not guaranteed you wouldn't be confronted with greater dangers once in the shadowlands.
Also, I haven't memorized the names of these rituals, doubt anyone else has, so, uh, names please? XD (if you want help, anyway).

Machine blitz is basically worthless except for a siege situation (so far there has only been one siege situation, and there were no siege weapons). I'd suggest taking something else instead of that.
Note that Peace of the dead only affects a single enemy, though it IS very useful.
Drawing upon the Bound looks the nicest though, you can train ghouls/bind enemy vampires specifically for their disciplines and then never bring them anywhere dangerous, just leave them at your haven or someplace and take advantage of the increased power.

Actually the description is piss poor to the extreme. But it is clear from the lower half that it is actually an Area Effect Spell that threatens all but the caster who enter the area.
Feel free to rule it anyway you want though - just saying :)

That would make it way too powerful for a mere level 4 ritual... Unless 5000 square yards isn't as big as it seems in my head? I'm not good with square measurements of space, but it seems like you could take out an entire village or army with a single lucky casting of this ritual.
It would be much easier to judge whether or not this is acceptable if I knew how long the ritual was supposed to last too.
EDIT: Yeah, re-reading it it's everyone in the area of effect.
I think i'd be willing to accept it anyway as long as you're fine with it only lasting as many turns as the number of successes you roll, however.

The Draw from Bond thing looks awesome though. Blood Bind a Ghoul that concentrates purely on fortituce until it gets like 6 or 7th level then you get ridiculous armour

Nope. Someone (vampire or human) can only be bound completely to a single person. The most you could get to someone who already has a full blood oath is a 2 Rating bond.

Also, not hard at all to blood bond people here - if you want you could beat them up or drain them into unconsciousness and keep feeding them blood until they're permanently bound. Sweet blood is to make sure they don't know about it.
Vampires simply don't eat (and if they did, they would notice the taste of blood).

Yep, though you'd have to be careful that your blood doesn't get too diluted (in which case it would have no effect) and that no one notices you bleeding into their drinks (obviously).

It spoils at the same rate as normal blood, unless you have a blood pouch (enchanted artifact that preserves blood).

Good point. I'm saying gallery for lack of a better word. A viewing would probably be better, honestly. Toreador are supposed to hold those fairly often anyway.

Yeah that's why I included a "gallery" room in Sylvian's haven. He should host parties every now and again over the century's if that's allowed in the gameplay. I'm assuming the Coterie would be invited (well, except for your character, Forge).

For my second Wits Specialty I want Steeple to have a bonus to detecting when he is being lied to, tricked, or played for a fool. :)

I've always considered that to be a Perception or Manipulation/subterfuge roll rather than a Wits roll (I mean, a liar knows lies right?). There's no actual defined way to roll for lie detecting (if there is it is a very well-kept secret, and I would treasure knowledge of it highly).

To detect whether or not someone is being deceptive, the person trying to sense deception rolls Perception + Empathy (difficulty 6) vs. the target's Manipulation + Subterfuge (difficulty 6). No willpower spends are allowed on either side. This is a simple yes-or-no, no nuance or in between. If you were telling anything less than the complete and honest truth, they detect deception from you, but not what part of your statement or why it is deceptive.
Empathy is resisted by subterfuge. To use empathy to try and perceive other people's emotions, it is a contested roll between the user's Perception + Empathy (difficulty 6) vs. the target's Manipulation + Subterfuge (difficulty 6), no willpower spends allowed on either side. If the user can only hear the person's voice, or only see them without hearing them, the Empathy roll is made at difficulty 8.
Just one success (minus your target's successes) garners just their most general emotional state. More successes can determine a few reasonable details (he's nervous vs. he got nervous when you brought up the Prince).

I mean, other than for specific rolls needed for disicplines, Wits is sketchy in terms of making it known when you're supposed to roll it.

I think you might use it for certain dodge or stealth rolls in place of Dexterity, but i'm not sure which.

Not just in combat, but anytime you need to think quickly. Wits also = creativity in a lot of places.
Dex+Stealth is for "are you physically capable of sneaking"
Wits+Stealth is for "can you see how to avoid the guards?"
Wits goes with dodge in ambushes, or other situations of surprise/caught off guard.

Caches would contain gold and silver coins mostly, but also a few pieces of jewelry and the occasional weapon, piece of armor, or fancy children's toy.
Mostly, I'm doing this so that Steeple still has a plausible reason for high Resources once we get to the modern age, being able to pose as a treasure hunter to recover rare coins and artifacts from ancient times. ;D

Ok most awesome idea I just had... Completly due to your burying of resources and posing as a treasure hunter.
I assume at least part way through the story, like the late 1600 or early 1700 when plundering other civilizations gets popular and you start hiring slaves archaeological digging teams you will have people at your disposal not only willing to dig huge holes in the ground, but do so with a great cover reason AND they are mostly forgotten once they stop cos no-one cares about a hole that didn't turn up any artifacts.
so you have them dig in 3 areas, two bring up hidden stashes of gold, jewelry etc. The 3rd you get them to keep digging a tunnel into a hill, then dig out a cavern inside. Then declare that Maurice told you it was too bad and someone got there first and leave.
Heldric and a couple of the others can then move in and turn it into a cool underground base Just by adding a door a decorating a bit...
